The Council on Homosexuality and Religion was formed in Winnipeg in April of 1977 to provide an organization for the religious gay population and resources for clergy to help advise their churches. One of the major projects undertaken by the organization was operating a weekly radio program on the University of Manitoba station CJUM-FM. These radio broadcasts paved the way for volunteers to become more technically adept and try their hand at cable access television. The Winnipeg Gay Media Collective produced a half hour television program called Coming Out! on Channel 13 from 1980 to 1994. The Winnipeg Lesbian and Gay Film Society formed in 1986 and organized multiple gay and lesbian international film festivals, Counterparts I and II.
