Manitoba Education Funding

Funding for education is governed by the Public Schools Act and the Education Administration Act

FRAME Reports (Financial Reporting and Accounting in Manitoba Education) are the standardized method for financial reporting at provincial and divisional levels. Province wide FRAME reports from Manitoba Education and Training are available in pdf and excel versions from 1999 to the present.

Print copies are available at Dafoe Library for the following years:

Funding of Schools

The Funding of Schools guide (published annually) provides a summary to administrators explaining how schools are funded by the province based on enrollment and other criteria. See also the FRAME Manual (updated 2015), the  Public Schools Enrolment and Categorical Grants Reporting guide for school administrators, and the enrolment and categorical grants reporting forms

Manitoba School Divisions

The transparency of financial reporting by school boards varies. Many divisions make their annual FRAME reports to the Province public on their website. Other divisions offer only summary reporting.
